# An AODA pass for your website.

Reviewed 17 October 2026. Canonical page: https://uxpro.ca/services/compliance/aoda

We test your site by keyboard, screen reader and contrast against WCAG 2.0 Level AA, the standard Ontario’s Integrated Accessibility Standards name, and write each issue up with the success criterion, the page and the fix.

**$850 CAD per site, plus HST.** For Ontario organisations with 50 or more employees in Ontario, which the website section of the regulation reaches, and smaller ones that want the same standard.

Not legal advice. Every flag cites the rule we read, and your counsel decides what it requires of you.

## What we check

Each line names the rule we read at its source. Where we give no rule, the check is our own practice rather than a legal requirement.

- **Whether the website section reaches you**: Designated public sector organisations and large organisations, meaning 50 or more employees in Ontario, must meet WCAG 2.0 Level AA for internet websites. (O. Reg. 191/11, s. 2 and s. 14(2), 14(4))
- **WCAG 2.0 Level AA, tested by hand**: Keyboard order and focus, headings, form labels and errors, alternative text, contrast, zoom to 200% and reflow at phone width. Automated tools run first; a person runs every journey. (O. Reg. 191/11, s. 14(4))
- **Captions and audio description**: Pre-recorded video gets captions. Live captions and pre-recorded audio description are listed separately, because the regulation exempts them for organisations under s. 14(4). (O. Reg. 191/11, s. 14(4) 2. i and ii)
- **Feedback and accessible formats**: Whether your site says how to ask for an accessible format or communication support, and whether your feedback form can itself be used by everyone. (O. Reg. 191/11, s. 11 and s. 12(3))

## What you get

- **An issue list you can work from**: One row per issue: page, success criterion, severity, how we found it and the fix. Sorted so the blocking issues come first.
- **Redlined pages**: The worst pages marked up the same way as a redline, so the reason for each fix is on the page it applies to.
- **A retest after your fixes**: We run the same journeys again once the fixes are in, and update the list with what passed.

## What we do not do

- **Legal advice**: We are designers and developers. We flag lines that may engage a rule and cite it; what the rule requires of you is a question for your own counsel, and we will happily brief them.
- **A certification or compliance report**: There is no certificate for WCAG conformance. Accessibility compliance reports to the province are filed by your organisation; we do not file them.
- **Install an overlay**: Toolbar widgets that claim to fix accessibility automatically do not make a site conform. We fix the markup.

## Questions

### We have fewer than 50 employees. Does this apply to us?

The website section, s. 14 of O. Reg. 191/11, names designated public sector organisations and large organisations, which the regulation defines as 50 or more employees in Ontario. Other sections, such as accessible formats on request, reach smaller organisations too. Your counsel can confirm where you stand; the pass is useful either way.

### Why WCAG 2.0 and not 2.2?

The regulation names WCAG 2.0 Level AA, so that is what we test against for the AODA mapping. We note WCAG 2.2 issues separately, because they affect real visitors whether or not the regulation names them.

### Do the PDFs on our site count?

They are content on your website, so we include the ones a visitor is sent to from a page we test: forms, menus, policies and price lists. Each is checked for tags, reading order, alternative text and contrast, and listed with the page that links to it. Large archives are quoted separately.

### Will the site be compliant afterwards?

Once every issue on the list is fixed and retested, the pages we tested should conform to WCAG 2.0 AA. Compliance with the regulation as a whole is a legal question for your organisation; we do not certify it.
